Review of Minutes of December 11, 2012: Motion to approve by Stan Stubbe, seconded by Harold Kulp. All in favor.
Treasurer’s Report: Present balances are: Savings $8,052.32, Checking $1,419.26, Total $9,471.58. A 2012 account summary was made available to members. Motion to approve by Stock Illoway, seconded by Lisa Lacroix. All in favor.
Announcement: The February 8, 2013 issue of The Mercury advertised meetings of The Northern Federation for 2013 to take place the second Tuesday of each month at 7 p.m. at the Warwick Township Building.
Presentation: Eileen Quinn Juico, Consultant, presented a Draft Proposal for The Federation of Northern Chester County US DOT PHMSA Technical Assistance Grant. Full details can be found in the attached document, Project Abstract for U.S. DOT PHMSA Technical Assistance Grant. Exact filing deadlines for this year are still to be announced, but the customary due date is in April with an answer returned in September. The maximum amount available last year was $50,000. Chairman Jacob requested a project outline from Mrs. Juico.
Mrs. Juico suggested that a meeting of supervisors and County Commissioners may be advisable in conjunction with sending a letter to Commonwealth Pipeline requesting a meeting to discuss the proposed route. The Federation needs information on DEP involvement in the pipeline. Note that organizations are not automatically entitled to a public hearing. Senator Dinniman has been instrumental in pursuing these, however. Close contact with legislators is imperative, as is early and adequate notice of developments. It is possible that the grant proposal might include a provision to hire a project person to handle pipeline matters. Any grant proposal should incorporate scientific analyses of impact on the environment. Note that French Creek State Park is Federally mandated to receive land in exchange for any land taken.
Townships were informally polled as to whether or not they were in favor of the above ideas. All were in favor. Note that individual Boards of Supervisors will be consulted before final actions are taken.
A public meeting/educational program regarding the pending pipeline will be held Saturday, February 16 at the Owen J. Roberts High School.
Presentation: “Hopewell Big Woods from Above.” An aerial view/flyover of Hopewell Big Woods was shown.
Announcements: A meeting of the Bylaws Committee will take place February 27th at 7:30 p.m. at the Warwick Township Building.
A Valentine’s Day Breakfast will be held from 7 – 11 a.m. at Joanna Furnace on Saturday, February 16.
On Saturday, March 16, 2013 from 10 AM to 2 PM, the West Vincent Township Sustainability Committee will be holding a Fair at the West Vincent Elementary School, Route 401, Ludwig’s Corner. Details are attached.
There being no further business, a motion was made by Stan Stubbe to adjourn at 8:30 p.m., seconded by Stock Illoway. All in favor.
